ADR-0001: Crisis Gate Ordering¶
Status: Superseded (2026-10-03). The live crisis design is owned by gc-sms; see the GiveCare SMS Runtime Contract and Crisis Routing. This record is kept as history. Its legal citation (FCC Order DA 20-402) and its Crisis Text Line "zero consent gate" precedent were not verified and are not endorsed; Crisis Text Line's own terms say users agree to its Terms of Service.

Decision¶
The crisis gate (risk assessment + crisis response) precedes the consent gate in the SMS message pipeline. A caregiver in distress receives safety resources regardless of their opt-in status.
