Payments to 'other family/friends' allowed in 24 states; payments to legally responsible relatives allowed in only 6 states.

Eligibility

• Must be Medicaid-eligible
• Must need assistance with activities of daily living as determined by state assessment
• Must reside in a state that offers personal care under its Medicaid state plan
