Iowa Attendant Care (formerly Individual Consumer-Directed Attendant Care / ICDAC)¶
Iowa's consumer-directed personal care program formerly known as Individual Consumer-Directed Attendant Care (ICDAC) was discontinued effective December 31, 2025 due to a CMS/IRS compliance issue. The individual hire-your-own-attendant CDAC provider type was removed; the service is now renamed 'Attendant Care' under HCBS waivers (Elderly Waiver and Health & Disability Waiver) and members transitioned to Consumer Choice Options (CCO) or agency providers. Iowa was a Cash & Counseling demonstration state, establishing early expertise in consumer-directed models.
