VA Homemaker and Home Health Aide (H/HHA) Care¶
VA-purchased community agency care providing trained aides to assist veterans with activities of daily living in the home, directly offloading family caregiver labor. The Dole Act (P.L. 118-210, signed January 2, 2025) mandates availability at every VA medical center by January 2, 2027. Can be used as respite for family caregivers.
VA contracts with community home health agencies to provide trained homemakers (light housekeeping, meal prep, errands) and home health aides (personal care, bathing, medication management) in the veteran's home. Hours depend on clinical assessment. Key updates under P.L. 118-210 (Dole Act, signed Jan 2, 2025): (1) Availability mandated at every VA medical center within 2 years (by January 2, 2027); (2) Dole Act Section 120 raised the VA HCBS spending cap from 65% to 100% of the geographically adjusted nursing-home cost equivalent, effective September 11, 2025 — substantially more paid in-home hours available per veteran. Can be used as daytime respite for working or caregiver-fatigued family members.
