VA Community Adult Day Health Care (ADHC)¶
VA-funded daytime supervised health and social program for veterans, functioning as recurring daytime respite for family caregivers. The Dole Act Section 120 (P.L. 118-210) raised the VA HCBS spending cap to 100% of nursing-home cost equivalent, substantially increasing available ADHC hours. A February 2026 Federal Register rule enables state-home medical-model ADHC agreements.
Veteran attends a VA-operated or VA-contracted adult day health program (health monitoring, nursing oversight, therapeutic activities, social engagement, meals) during daytime hours, providing recurring respite for family caregivers who work or need breaks. Dole Act Section 120 raised VA HCBS spending cap from 65% to 100% of the geographically adjusted nursing-home cost equivalent, effective September 11, 2025, enabling more ADHC hours per veteran. February 2026 Federal Register rule (FR 2026-02-20) enables agreements with state home medical-model ADHC programs to expand available sites. For family caregivers: veteran care is supervised and medically monitored during caregiver's work or personal time.
