Pennsylvania Community HealthChoices (CHC) - Participant Directed Services

Pennsylvania Community HealthChoices (CHC) is the managed care delivery system for long-term services and supports. The participant-directed option allows Medicaid-eligible individuals to hire family members as attendants. The Person/Family Directed Support Waiver for ID/DD has broader self-direction options. Spouses are generally excluded under the Attendant Care Act, and Act 150 provides attendant care for working-age adults with physical disabilities.

Pennsylvania's Community HealthChoices provides participant-directed personal care services including help with activities of daily living, health maintenance tasks, and homemaker services. Participants hire and manage their own attendants. Family members can be hired as paid caregivers, but spouses are generally excluded under the Attendant Care Act. Hourly pay rates range from $14-$18/hr. Waitlists are typical for waiver services. Act 150 provides additional attendant care for working-age adults with physical disabilities.
