Minnesota offers two consumer-directed care models: Consumer-Directed Community Supports (CDCS) providing individual budgets for hiring staff and purchasing goods and services, and PCA Choice for consumer-directed personal care assistance. PCA is a state plan entitlement benefit with no waitlist, while CDCS is a waiver option. Family members including spouses can be paid through both programs.
