Iowa Consumer-Directed Attendant Care (CDAC)

Iowa's Consumer-Directed Attendant Care (CDAC) program allows Medicaid participants to hire, train, and manage their own attendants for personal care services. Available under the Elderly Waiver and Health & Disability Waiver, the program gives individuals control over who provides their care. Iowa was a Cash & Counseling demonstration state, establishing early expertise in consumer-directed models.

Iowa CDAC provides consumer-directed personal care services with attendant pay rates of approximately $13-$16/hr. Family members including spouses can be hired as paid caregivers. Available under the Elderly Waiver and Health & Disability Waiver. Waitlists are typical for waiver slots.
