Colorado Consumer Directed Attendant Support Services (CDASS)¶
Colorado Consumer Directed Attendant Support Services (CDASS) provides participants with a monthly budget to hire and manage their own attendants, including family members and spouses. Colorado implemented Community First Choice (1915k) with self-direction options. CDASS is available under multiple waivers including the Elderly Blind and Disabled (EBD) waiver.
Colorado Consumer-Directed Attendant Support Services (CDASS) gives participants a monthly budget to hire, train, and manage their own attendants, including family members, friends, and spouses (with some restrictions), at approximate hourly rates of $15-$20/hr. As of July 1, 2025, CDASS is available only through the Community First Choice (CFC) program for Health Maintenance Activities (HMA), Homemaker, and Personal Care services. Participants must be enrolled in Health First Colorado (Colorado Medicaid) and meet CFC eligibility including institutional level of care. Current HCBS waiver members may continue under their waiver temporarily until their next Continued Stay Review. A Financial Management Services (FMS) provider (Consumer Direct Colorado) assists with budget management. No waitlist as a state plan entitlement.
