Aging and Disability Resource Centers (ADRC) / No Wrong Door System

Single points of entry operating in every state connecting caregivers and older adults with long-term services and supports. ADRCs provide information and referral, person-centered options counseling, benefits and eligibility screening, and streamlined access to Medicaid HCBS, OAA programs, and caregiver support programs. The No Wrong Door initiative coordinates ADRC, VA, and state Medicaid access through a unified framework.

ADRCs provide at no charge: (1) Information and referral — comprehensive local resource directory across Medicaid HCBS, OAA programs (NFCSP respite, Meals on Wheels, III-B services), caregiver support programs, housing assistance, and community services; (2) Person-centered options counseling — one-on-one counseling helping caregivers and care recipients understand available options and develop a service plan; (3) Benefits eligibility screening — for Medicaid, Medicare Savings Programs, SNAP, LIHEAP, VA benefits, and local programs; (4) Streamlined access — coordinates referrals and, in many states, single-point-of-entry Medicaid application for HCBS; (5) No Wrong Door coordination — links ADRC, VA, and state Medicaid systems for veterans and people with disabilities.
